Like other stick or dongle products on the market, the Z mini device can only be commanded with the remote controller using Bluetooth. (not IR)
If the device is powered off as you request, there is no way to turn it back on because the BT is also shut down.

If i understand you correctly the BT remote that comes with the z mini does not have an IR option,so its different from the GTV-BT1 remote that offers both options BT and IR.
So with the BT remote of a z mini,i would not be able to control my Z11?

Quite the contrary. The BT1 is the standard BT1 that you know and love (BT+IR). This is how it can control your TV or soundbar - using IR signals.
The Z mini does not have an IR receiver. This is why the Z mini cannot be commanded when it is powered off.
