Moving from state to state

Moving from state to state. Hope this isn’t a dumb question but my grandfather bought a formuler z10pro and back in Ohio it works great. He comes down to south texas and his internet connection is a bit slower at about 50mbps and is having alot of buffering issues. When we checks internet, it seems his internet connection is solid no disconnects or loss of pings or latency issues. But the streaming is lagging or buffering from and through the formuler Could this be because he is now in a different state? Or is this some kind of vpn portal issue? Thanks from Texas.
