I too have had recent increases in stuttering (stops briefly every 2 seconds) since early December.
Because it only affects specific "groups" of IPTV channels on both of my suppliers (one CA and one UK), I believe it is route dependent - specific sub-nets in the internet causing some traffic to be erratic.
Not much you can do about it I guess. 
Reboot your Router first ( with power cut, leads into new synchro.)
Hello. Same here. Router reset and box reset. Still buffering. But not every channel. I will try to use m3u file.
It appears to be internet related. I was able to stabilize some channels by tweaking the DNS settings and switching DNS servers.
Not really a solution since I'm fairly sure this is a network/sub-net routing problem and out of our control.
