Sadely it's the same behavior with external player Kodi to MOL3...

...it should be quite possible to launch VLC with a start-time (https://wiki.videolan.org/VLC_HowTo/Jump_to_a_certain_time/), but I guess the problem is for MOL3 to know when a user stops watching in VLC...
May be a bit tricky to implement, but not impossible for MOL3 to periodically query VLC for the current playback timestamp to "remember" where you left off.

You need androidtv device like the Formuler GTV.
And its possible that the app is availeble for some countries yes.
