What does the signal meter represent?

I'm troubleshooting occasional speed issues and am wondering what the 3 signal bars represent. My assumption is that it's internet speed connection but the behavior is strange.

I'm connected with 1 gigabit Ethernet and consistently get 850-900 speeds when checking with the speed test app from the market. That's pretty close to what I see with the app from my Internet provider.

While getting those speeds, the meter rarely shows 3 bars without a VPN. When I turn on NordVPN, I get 250-300 speeds but the meter never changes. It's usually 1 to 2 bars whether I use Nord or not.

The behavior of the meter just seems strange.

When I bring up info, I see pic: xxxxkbps, net: xxxxkbps, SID:xxx

When I contact the provider should I give them all three of those results?

Thanks Sam! I know there could be many reasons the provider signal can be affected. Is there any way to determine the actual signal level (rather than 30, 60 or 90%)? Perhaps an app or diagnostic tool? I've run into this before. Simply telling a provider that I'm getting a bad signal almost always gets a response "everything is fine on our end".
